CIS Input - P & D Adjustments (#73, January 2007)

The cost of the Pickup and Delivery activities that are developed by the cost model are a function of time, based on the origin and destination locations and the freight characteristics, and also a function of the unit costs for the freight terminals performing the service.   If more information is available, requiring the adjustment of costs when analyzing particular shipments, the CIS shipment entry screen and the Traffic/CIS Customer Profile have separate Drive and Stop Adjustment fields, for Origin and for Destination, to accomplish this.

That portion of pickup and delivery cost that is related to the driving component, both the stem time (between the freight terminal and the area served) and the driving time between stops, can be adjusted by entering either an adjustment ratio or minutes override for the Drive Adjust item.

The default for this item is 1.   An entry of less than 5 is read as a ratio:

  • Entering a 1.1 would increase the cost by 10%.
  • Entering a 0.9 would reduce the cost by 10%.
  • Entering a 0 would suppress the driving portion of P & D cost.
  • An entry of 5 or greater is read as a driving minutes override:

  • Entering a 30 would override the P&D driving time developed by the model, and the stop would be costed as having thirty minutes of driving time.
  • Please note when overriding driving minutes: The driving minutes are those associated with a particular stop.   For pickups or deliveries at customers of such high volume that a one-stop, out and back, P & D trip is made (such as for trailer-spot customers), the time override is straight-forward.   But, for a pickup or delivery made on multi-stop P & D trips, these minutes will be a portion of the total stem time and the between stops driving time of the P & D trip, and not the minutes away from the terminal or the total trip minutes.

    An on-screen worksheet can be accessed by double-clicking on the Drive Adjust item, after a stop weight is entered, to calculate override minutes by entering data for a specific P & D trip.   Entries depend on the stem allocation basis that the model is set to, but include trip drive time, stem time, and number of stops.   After making entries, click Okay, and the Drive Adjust minutes override will be calculated and placed in the field.

    That portion of Pickup and Delivery cost related to the time at the stop, for loading or unloading, can also be adjusted, for particular shipments, by entering either an adjustment ratio or override minutes for the Stop Adjust item.

    The default for this item is also 1.   An entry of less than 5 is read as a ratio.

    To adjust the total pickup or delivery cost to the same degree, the same ratio should be entered for this item and for the Drive Adjust item.

    An entry of 5 or greater is read as override minutes:

  • If the time at a particular stop was known to be one hour, entering 60 would override the time from the CIS performance data.   It is important to note that these minutes are for the entire stop, and thus correspond to the Stop Weight entry, not the shipment weight.
  • If an override time of less than 5 minutes is needed, enter 0 for this item, and enter the total minutes for the Additional Time item.
  • Additional Time is a separate input item to add minutes to the stop, rather than overriding it.

    Trailer Spot is a separate input item for customers performing the loading or unloading.

    Further P & D overrides, such as use of a cartage agent for the service, use of an alternate P & D run set up in the model, and P & D via enroute linehaul stop-offs, are available on the Location item.
