Off-Site Cargo Handling  (#47, Winter 2001)

Carriers providing service whereby their own employees are stationed on a customer’s dock to load or unload trailers must take certain steps to ensure that freight is costed accurately.  This can be accomplished by coding P&D and dock in the CIS as follows:

1.     The Stop Weight must be set to the average weight per trailer (or set if doubles are dropped/pulled by each P&D driver).

2.     The P&D must be coded with the appropriate Trailer Spot code, to reflect that the local drivers are not performing the live loading or unloading.

3.     Dock Handling must be set to one of the CIS assembly & distribution codes as follows:

·         If the freight is handled at the freight terminal itself, in addition to the loading/unloading at the customer, use Dock Handling code 7, which will give each shipment a share of the handling time at the customer location plus a cross-dock handling time at the terminal.

·         If the freight is not cross-docked at the terminal itself, use Dock Handling code 8, which will allocate only the time at the customer’s dock to each shipment.

4.     Calculate the average paid handling time per trailer, including all hours paid to and from the customer’s location, if appropriate, in minutes.  This must be entered as the Dock Adjustment.

Complete the CIS template, if costing shipments, or the CIS Customer Profile for the customer, with this information.

Example: Our dock employee accompanies a local driver to a shipper’s dock, spending his entire eight-hour shift loading, on average, 100,000 lbs. into four trailers, which are hooked and hauled back to the terminal by our P&D drivers, swapping for an empty.  The freight is cross-dock handled at the terminal as well.  The CIS entry data would thus be as follows:

      Origin Stop Weight                     25000 lbs. (average for each pickup)

      Origin Trailer Spot                       1 (drop empty, return full)

      Origin Dock Handling                     7 (only sort/seg time available)

      Origin Dock Adjust                       120 minutes (8 hours/4 trailers x 60)

When each shipment is costed, the results will include:

·         Pickup cost reflecting the trailer spot.

·         Dock cost reflecting:

-   A share of the on-site loading time.

-   A cross-dock at the origin terminal.
